how does someone speak to a human on the phone about this matter?

Hi:

 

The only suggestion I can offer would be to contact HP support by phone at the link below. 

 

Select the United States from the list of countries for the phone number to call.

When I talked to tech support on the phone they said it was some kind of defect. I’ve had the laptop for 13 months and the warrantee just expired. They had me pay $50 for “tech support” when I already knew that the laptop was broken and they want me to pay $400 to get it fixed. HP is a SCAM!
