So I am trying to change my optional diagnostic data on windows 10 to full so I can upgrade to windows 11 through the insider program. At first from all the research I did I thought maybe it was locked from a program I downloaded, I went into the registry and changed the stuff I found online that was suppose to fix the issue but it didn't. I factory reset the x360 about an hour ago and with a fresh install of windows and removing all my files and apps the problem is still there. After the reset the first thing I did was try to go into diagnostic details and set it to full and once again I have the statement "Some of these settings are hidden or managed by your organization". This is beyond frustrating. This is a brand new laptop that is not owned by any organization and I am the sole user and administrator of this laptop. How do I fix this??? and WHY would HP send laptops set up not in full control of the owner? I am tempted to return this laptop if this cannot be fixed.

You are probably going to a lot of trouble for nothing.
You don't change data on Windows 10 to upgrade to the Insider build of Windows 11. You have to join the Insiders program -- which used to be an easy thing -- until MS decided to lock out everyone whose PC does not meet ALL the Windows 11 requirements they are forcing on folks!
So, the first thing to do is run this utility to confirm you meet all the Windows 11 requirements: https://github.com/rcmaehl/WhyNotWin11/releases
Do NOT try to download this using MS Edge as it may flag it as malware -- which it is NOT -- use a different Browser instead.
IF your PC passes all the tests, since we here do not provide support for Insiders, then you need to contact the Windows 11 forum to get assistance from them: (1) Windows 11 Forum (elevenforum.com)
They will be able to provide you details about the Insiders program and current restrictions.
