Ok so my daughter has become very interested in technology and she seems to have a nack for it but it seems she was messing around the bios and set a password and can't remember what it was so being locked out of my laptop I tried everything from powering off and back on pressing esc, as well as trying the f10, f9 keys but of course to no avail it didn't help the screen stayed the same black screen with a blue box the said enter administrative password or power password. I was desperate and decided to open the it and disconnect the battery for a while and holding the power button for 15 seconds to make sure I drained any residual power left. Turned it back on and the same screen came back on so I tried it again only this time nothing it won't turn back on at all. All it does is the power light and the charging light flash at the same time very slow and continuously. Someone help please.

Don't mean to sound overly critical -- but this is what you get when someone messes with something they do not understand -- and this is especially bad because we can not help you with this and you can not fix this yourself.
The problem is that with a BIOS password, that is encoded into the firmware of a chip on the system board, and since that chip is not removable, the entire system board then needs to be replaced -- and that could easily cost as much as simply replacing the laptop.
If you are not prepared to spend the money to get HP to replace the motherboard, you would have to take the PC to a local repair facility to see if they can do it for you -- but we can not assist in that in any way.
