So, here's the story...
An app somehow destroyed the boot device, it hasn't had a boot device for months, but then I finally figured it out with USB boot just yesterday.
It turns out there was something I was missing the whole time. A storage driver.
I tried to download RST, but my system was incompatible. It's probably because I'm on a Surface Pro 4 right now. I spent the whole day of yesterday, trying to find a storage driver, but all of them were just RST. I looked on HP, I couldn't really find an RST driver right now because I'm on a Surface Pro 4.
I would appreciate it maybe if you put a storage driver link down below. Thanks.

Hi:
Windows should not be needing a storage controller driver in order to install on a notebook with an Intel Celeron N3060 processor.
I recommend that you use the HP cloud recovery tool which will create a bootable recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility...You will need a 32 GB USB flash drive to create the recovery media with.

Since you have to use the recovery tool on another PC, you will need to enter your PC's full product number in the tool's search window, which is X7S46UA#ABA

Geez.
It figures.
Unfortunately, there is no standalone storage controller driver for the Pentium processors/eMMC drives.
W10 contains those drivers natively.
Could be the eMMC flash drive died.
Did you run the hard drive diagnostics test (F2)?
