Sorry, but we are just a Community Support forum staffed by part-time volunteers not associated with HP.
We have no access to other HP functional areas including: billing, repair (i.e., Service Centers), sales, or legal (i.e., warranty).
For these issues, your best bet is to contact HP Customer Service to see what they will do for you:

If they will not help you, since this is a new PC, then you should have them tell you how you can return it for a full refund and use that money to buy something else that works.
