  • PW was not remembered and so since but was a newer laptop we attempted doing recovery on it to factory reset. While this ran, it came up "restoration incomplete" and is now continually restarting or stuck on the recovery screen.

Errors given include "there might be an unexpected reboot during setup. The process will cause CTO panic. Because the image might not be normal."

So I used the Windows 10 creation tool to create a USB driver. I cannot get the driver to boot and install. Please help!

To boot on usb device you must spam F9 on POST screen right after reboot (which is usually black on a laptop).

Installation can setup W10 alongside the dead bootedW10, it can even magically find CD-key from recovery.

Watch out that remote admin laptops may have some specialties like extra drive to install stuff in the background...

Corporate ISOs might have scripted stuff to be installed after boot (nothing fancy but still), so be careful if you cannot use everything, maybe you would have to allow a remote admin stuff anyway... Exemple : Let say you install a W10 on a drive that is not crypted and your org wants a TPM enabled device...
