Hp laptop started an upgrade to Windows 11 while there was another upgrade running. Since it restarted it has gone into a Recovery Loop because of which the Laptop won’t start but keeps repeating the Recovery Loop. I have tried most of the advice I have come across without success but feel that I will need advice on how to  use the COMMAND PROMPT  to resolve the issue?

In the Windows Recovery Environment (WinRE), select and run a System Restore point to revert your system. Search online for steps to boot into WinRE if needed. If you cannot access it, create a bootable Windows USB from another PC, boot from it, and choose "Repair your computer." Then navigate to Troubleshoot > System Restore.If System Restore fails, use the bootable USB for a clean Windows installation: delete the Windows drive and its partitions, then install Windows on the unallocated space.
