I am in the process of trying to reload the operating system through the USB rebootable drive. The computer gets to the second stage and will not copy the files from the USB drive to the computer that are required to complete phase 2. Does anyone have any advice?

Either the data on the thumb drive is corrupt or the memory in the computer has errors so the installer either can't read from the source D:\preload or write to the target ramdisk.
Try booting into UEFI diagnostics with esc and then f2 as you power up and run a component test on memory and hard drive.
Also take the thumb drive to another computer and run a chkdsk x: /r on it where x is the drive letter of the usb drive and see if maybe it just has a file system error that can be fixed and try it again.
It is not impossible the restore disk is just not good.
Was there a problem with the laptop that is causing you to want to reload the OS?

Well, the bad news. I performed the scan on the hard drive and the memory. The memory was fine, the hard drive diagnosis was not so good. Please see the attached picture. Does anyone know what this means? Thanks again for the help.
