So my HP Notebook-14 needed a reset, what I didn’t know was that you had to hold down the shift key during this process of reseting the notebook completely, now I am stuck in one of the final stages of the operating system and every time I chose either Windows 10 option, the notebook somewhat turns off then turns back on and takes me back to the Windows 10 options.
Is there any ways to resolve this issue?

If your HP Notebook is stuck during the operating system setup, there are a few steps you can try to resolve the issue:
Force Restart: Press and hold the power button until the notebook turns off. Wait a few seconds and then press the power button again to turn it back on. This can sometimes help to reset the process.
Boot into Safe Mode: Try booting into Safe Mode to troubleshoot the issue. Restart your notebook and once it starts turning back on, press the F8 key repeatedly until you see the Advanced Boot Options menu. Choose "Safe Mode" and proceed with any pending updates or changes.
Perform a Hard Reset: Disconnect all external devices and unplug the power adapter. Remove the battery if possible (refer to your specific model for instructions). Press and hold the power button for about 15 seconds. Re-install the battery, plug back in the power adapter, and try booting the notebook again.
Use Built-in Recovery Options: On startup, press the F11 key repeatedly until you access the HP Recovery Manager. You can choose to repair the system or perform a reset from this menu.
Create a Windows Recovery USB Drive: If possible, use another computer to create a Windows 10 recovery USB drive. Boot from the USB drive to access recovery options and perform the necessary repairs.
Reset Windows Installation: If Safe Mode or the Recovery Manager are accessible, perform a reset on Windows from there which will reinstall Windows without affecting your personal files. You may need to select "Reset this PC" and choose to keep your files or remove everything.
