Alright so I’m doing a full factory reset on my HP 15-bs289wm. Everything is going fine with the windows reinstall until I hit 64%. I have been stuck at 64% for two days now! The laptop continues to restart over and over. It has probably restarted a few thousand times and I’m still at 64%. Any ideas on what to do? I already tried disconnecting it from the WiFi and turning it off, but when I turn it back on it just keeps restarting.

If the factory reset option isn't working, you have two other possible ways to get your notebook back up and running again.
1. Using another PC with W7 64 bit or newer, make a bootable USB recovery drive with the HP cloud recovery tool that will reinstall W10, the drivers and the software that originally came with your notebook.

2. If the cloud recovery method doesn't work, you can clean install W10 by making bootable installation media with the Media creation tool from the link below.
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
