Hi:
That is up to you.
If your notebook is in otherwise excellent condition and you can do the repair work yourself, it would probably be worth it.
Below is the link to the service manual for your notebook where you can find the hard drive removal and replacement procedure.
HP 15 Notebook PC Maintenance and Service Guide
If you can live with 500 GB of drive space, you may want to consider replacing the failed mechanical hard drive with a better performing solid state drive (SSD).
This model provides the best performance for the money, in my opinion.
After you replace the drive, you can reinstall W10 for free by making bootable installation media with the media creation tool.
Make the 64 bit installation media. You will need to use another Windows PC running W7 64 bit or newer.
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

You're very welcome.
Yes, you will probably have to install the audio, graphics, touchpad and SD card reader drivers at a minimum.
W10 should install most of the other drivers automatically (wifi, ethernet, motherboard).
