I began a system recovery but it got stuck at 0%. I knew my laptop would have no OS if I rebooted but didn't seem to have a choice so now I don't know what to do.

Hi,
You can download the media creation tool on different PC and create a bootable USB drive with Windows 10 on it. Here is a small guide:
Download media creation tool from Microsoft on PC (different PC), run and create a bootable pen drive with the OS on it. (there is an explanation on the Microsoft web page on how to create the pen drive). Create the drive with Windows 10 Home 64-bit edition. Windows will automatically activate once installed and connected to the Internet.

If you choose this option you will need to use the pen drive to perform a clean install of Windows 10. You might need to disable fastboot and secure boot in BIOS (probably not). So, insert the pen drive in the PC and it should boot directly from the drive. If not, turn off the PC by holding the power button. Press the power button and immediately keep pressing ESC until the startup menu appears and then press F9 and choose the pen drive in the boot menu. Once it boots from the pen drive follow the procedure to install Windows. Choose custom install and delete all partitions, install in unallocated space.
When finished installing allow Windows to completely update and find all or most drivers. You can follow this process by going into settings > Security and update > click on Verify for updates. You might need to reboot a couple of times.
I recommend installing HP support assistant which will help keep your drivers up to date and much more. You can download the latest version from here.

Once completely updated you can go into device manager and see if there are any missing drivers (there will be yellow exclamation mark next to the device). You can find these drivers and software on the HP support page for your product.

Also, it seemed to me that after I reinstall windows I should download the drivers for my laptop from HP's site where it is listed. Do I need to do that? If so how do I know which specific drivers I need or should I just download them all?

Hi,
You will need another computer to create the bootable USB drive, maybe a friend or even a local technician would be willing to create the drive for you,
If you look closely at the post above, I linked HP support assistant app which you can download and install. It will find the necessary HP drivers for your device.
Actually, once you have installed Windows and you go into settings and let Windows completely update, it will find most (or all) the necessary drivers for your system.

Okay. I've run into a problem that makes no sense. While running the tool you linked me to it gave me the option of setting up windows on the PC I was using or if I wanted to put it onto a USB drive for use on another PC. When I chose to run it on a USB drive it proceeded to tell me there is no space on disc C. Why would they ask me which one I wanted to install it to without giving me the option to then choose where it goes?? Any idea what I can do about that?

It doesnt. It automatically tries to save it to disc C which happens to be full. Its a friends PC one I gave him actually. Another HP. I just don't understand why its doing this. It asks if I'm using it to make an iso for another PC but doesn't give the option to save to a thumb drive?
