@HaruJin:
I had the same issue when I tried to update TPM on my Probook 650 G1 a few years ago but clearing TPM from TPM.msc removed the owner password requirement and I was able to update TPM. You can take the following steps and see what will happen:
1. By default TPM is set to be cleared only from BIOS and TPM settings in BIOS is greyed out. Enter F10 BIOS and go to the Security tab then Setup BIOS Administrator Password. Create password by typing 8-digit numbers (make sure to write it down) and immediately go down to TPM Embedded Security in the Security tab, which is now accessible. Look for settings like OS Management of TPM and Reset of TPM from OS and place a check mark before them. Go back to Administrator password and clear it. Save the changes and exit BIOS.
2. Boot into Windows and click the Windows and R keys and type tpm.msc in the Run window and click the Enter key. Find Clear TPM on the right pane on the screen. Now you should be able to clear tpm.
3. Restart the laptop and run the tpm update utility again and hopefully you can finish up the tpm update.
