The timezone option is grayed out

I am unable to change the timezone as it is grayed out. The time showing on my laptop is correct, but in emails, FB Messenger, etc. the time is one hour ahead. I recently moved from Arizona to California, and changed to California time, but laptop is still showing Arizona time everywhere except on my bookmarks bar.

If you have not done so,

(At least relevant to Windows 11)

Settings > Time & language > Date & time

Select how you want the time zone set - automatically or manually.

If you select manually, select the time zone
