As the picture shows how severe the system thermal throttles for absolutely no reason at 57C under load. Win10 20H2, Bios version F.26 Rev.A, i7-9750H. Ever since F.22 Bios update, HP command centre's Thermal management has become increasingly worse and after the recent F.26 Rev.A update, completely erratic as shown above. Using CPU-Z stressing, my hardware's cooling abilities is able to handle 100% CPU stressing while maintaining around 89C at max fan speed. However under normal circumstances, when selected to "Performance" profile, the laptop either does not start the fan, or have it running at 80% for 15seconds then immediately turns it down the fan to 40% speed and throttles like the above picture. Remember the hardware is more than capable of handling max cpu load - which the original bios F.11 of 2019 was able to do just fine with 85% fan speed and 89C steady cpu temp. F.26 Bios will only allow at most 60% fan speed running at mid TDP and 70C, and that's on a good day when it's not being moody. Now that HP disabled the choice to roll back BIOS which sucks even more since the newest ones performs abysmally.

Many thanks for your reply - I have considered your suggestion as a last resort but was luckily able to find a solution that so far have been working for the past 3 days. I think the most update of win10 to 19042, or various intel software components have refreshed or updated some of its processor power settings that heavily conflicted with HP's command centre in my case. I was able to resolve the issue with a third party software configuration, which reverted cpu power management back to optimal.

I appreciate your efforts, the last thing I can suggest trying to restore a computer back to the factory default, which will isolate whether it’s a software or hardware issue. And, also will remove other third-party utilities installed on your computer.
The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
