I am using Hp Spectre 360 Laptop 14-eu0002nt.

Is my laptop compatible to work with a pen?

If yes, can I use this HP pen (3J122AA)?

As mentioned on page 20 of the manual, it is compatible with a pen part # N54711-001 which is N/A from HP

You can use part # to search for elsewhere for example
