My spectre x360 (about 4 years old) no longer turns on but I need to transfer the data to my new Hp laptop. What is the easiest way to do this? I tried looking for a SSD to USB cord to transfer the data but it doesn't seem like most of those are compatible with the SSD from the spectre.

Hello;
Allow me to welcome you to the HP Support Community!
That's because there are two very different "form factors" for SSDs: (1) traditional SSDs (same size and interface as portable hard drives), M.2 SSDs (very different interface where the connector is on the END of the stick).
Here is an example of an M.2 SSD to standard SSD adapter sold by Microcenter:
With that, you plug your SSD stick into it, and then you plug your SSD-to-USB adapter into that.
