After transferring files to a new HP Envy Laptop from a Dell Inspiron 16, the Dell laptop does not turn on.  When pressing the power button, there's a yellow light that goes on located next to the charging port.

Probably you transferred some system files from your HP machine to your Dell machine and this won't work. You have to ask  Dell how to reset your Dell machine.
