basically i was uninstalling apps on my laptop and i must have deleted something important cause iwas sent to the troubleshooting page and i cannot exit the page

If the Notebook if not booting up you can perform a Reset. Please follow the instructions in this Link: https://support.hp.com/in-en/document/c04742289 on how to do a Reset through Windows Recovery Environment
