Trying to Reset HP Envy x360

I was given a used HP Envy x360 by my mom that was under her account and it isn't working. I would like to factory reset it. It turns on and I can log into it but once I do the home page takes 30 minutes to fully load and if I click on anything, nothing happens so I can't even get the app page to open. Hitting the F11 key isn't working either. How can I get it to factory reset?

I believe it runs Windows 10.  Since your machine previously ran Windows 10, you can do a clean install W10 for free by using the media creation tool at the link below.

The tool will allow you to make a bootable installation media (USB/DVD) and you can use installation media to install.

During the installation process if you are asked to enter a product key, check the 'Skip' box and W10 will install and then automatically activate once you are connected to the internet using the key embedded in BIOS of your machine.

Then you can install the drivers and available software you need from your PC's support page.
