I bought this laptop used. The lady couldn’t figure out how to factory reset it. So I told her I would do it. Well it keeps telling me I need to clear up space. I’ve ran disk cleanup. I even have. A flash drive to use but it still keeps saying free up space. I’ve been through every folder on this computer an there isn’t anything in any of the folders no pictures no nothing. So I’m not sure why I need to free up space to factory reset it.

It's well-known that the Stream's "disc drive" is way too small to support an internal reset. You have to use external media to do the reset.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
