Hard drive failed, trying to create USB Cloud recovery drive so I can partition new SSD. When I input the Product ID, the above message appears. Where am I going wrong?

I have noticed during the last few months that HP must be removing support for notebooks more than 5 years old that used to be supported by the HP cloud recovery tool.
There are hundreds of models that used to be supported that no longer are.
There is nothing you can do other than to use the Microsoft media creation tool to create a bootable USB drive to reinstall Windows.
Download Windows 10 (microsoft.com)
After Windows has completed installing, you can install the drivers and available software from your notebook's support page.
