 I can't move arrow to USB CD/DVD ROM DRIVE option even with following on screen instructions.

That arrow is stationary and always stays at OS Boot Manager. The arrow actually means that you can click the OS Boot Manger for boot drive's property (model number).

 

If you need to boot from a CD/DVD drive, use the F9 boot option menu.

 

Turn on the notebook and immediately tap the F9 key for boot options. Select CD/DVD Drive (its model number may be listed) and hit the Enter key to boot from it.
