@bobk911, Welcome to the HP Support Community!

Thanks for reaching out about your query regarding USB Root Hub (USB 3.0) Error Code 31!

We're thrilled to have the opportunity to assist you and provide a solution.

The error message "This device is not working properly because Windows cannot load the drivers required for this device (Code 31)" for the USB Root Hub (USB 3.0) typically indicates an issue with the USB driver on your HP Laptop PC 15s-fq2000.

Steps to Resolve USB Root Hub Error:

Update the Driver:

  • Right-click on the Start menu and select "Device Manager."
  • Expand the "Universal Serial Bus controllers" section.
  • Right-click on "USB Root Hub (USB 3.0)" and select "Update driver."
  • Choose "Search automatically for updated driver software."

Uninstall and Reinstall the Driver:

  • In Device Manager, right-click on "USB Root Hub (USB 3.0)" and select "Uninstall device."
  • Restart your computer. Windows will automatically attempt to reinstall the driver.

Install the Latest Chipset Drivers:

  • Visit the HP Support Website and search for your specific HP Laptop model.
  • Download and install the latest chipset drivers and USB drivers available for your system.

Check for Windows Updates:

  • Go to "Settings" > "Update & Security" > "Windows Update."
  • Click on "Check for updates" to ensure that you have the latest Windows updates, as these often contain driver updates.

Reset the USB Ports:

  • Disconnect all USB devices.
  • Power off your laptop and remove the battery if possible (refer to your laptop's manual).
  • Press and hold the power button for 15 seconds to discharge any residual power from the system.
  • Reconnect the battery and power on the laptop. Reconnect USB devices one at a time to check if the issue is resolved.

Hope this helps!

Take care, and have an amazing day!
