One of the USB ports on my PC isn't working properly. It charges my phone when connected but fails to connect for file transfer and stuff. It also doesn't recognise any hard drive.

Remove any devices from the USB port and do a hard reset
Turn on the computer by holding the power button down for 20 full seconds then release. Press the Power button one more time (if necessary) to start the computer and then repeatedly press the ESC key and enter the diagnostic option page (F2 is diagnostics) |
Make sure diagnostics work.
Boot into windows, bring up the device manager and look for any caution or error icons.
Try a USB flash drive in that port. If the flash drive fails to work then

Or contact the closest authorized service center
If it is out of warranty I recommend you obtain a powered USB hub and use the hub for charging your phone. It is cheaper to replace the hub than to repair the laptop.
One of the USB ports is modular and can be replaced. Look in this video at 12:33
