Operating System: Microsoft Windows 11

i am trying to install ubuntu 24.04 on my hp elitebook 840G6  
i have disabled secure boot, tpm , set usb as primary 

but windows is always still loaded, even if i try to do it manually, after selecting the usb, i get directed back to the bios menu instead of going through the ubuntu install 
i flashed the iso file with rufus, GPT uefi(csm)
