Hi, I try to access folders under C: but the system refuses although I'm Admin.
I went to C: / Properties/Security to check Admin rights and all is OK.
I added a new user account under Properties/Security and tried to change the settings but the system refuses.

Allow me to welcome you to the HP forums!
You're only partially correct. Although you are an "admin", your are not the default System Administrator. That account has been hidden since the early days of Win7 so that folks can't accidentally allow malware to infect their PCs.
Thus, you do not have FULL admin rights, only SOME rights -- and as you have discovered, these do not extend to accessing folders of other "users".
This is a very difficult problem to solve (by intention), and you would have to read up on how to Take Ownership -- from this thread: http://www.tenforums.com/tutorials/3841-take-ownership-add-context-menu-windows-10-a.html
