This laptop cannot boot from usb. It is with Win10.
In F10, there is no LEGACY in the list. There is only secure boot. I disabled it.
In F9, there is a line for USB drive (UEFI). I clicked it and it said: selected boot device failed. Please press [Enter] to continue.
In F10, I cannot change the boot order. As I press enter for the line of usb, it just gives out an alarming sound seeming like it doesn't detect or support this boot option. There is only one in this list that I can select with that is the one I boot normally.

From what I have found, especially on the newer HP models, the USB port needs a bootable flash drive in the port before it will show as a boot option.
If the port is empty or the flash drive does not contain the viable candidate to boot from, it will not show in the boot menu.
Once those conditions are met, then the USB port can be chosen.

Well that might be correct but lets check that theory. Make a Windows 10 bootable install media from here:
Make the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make the USB, following the directions. Scroll down to the "Using the tool to create installation media" and allow it to make the USB, then try that new media as a source.
Let me know how that new media responds to the boot from USB.

I understand that you do not want to install Windows but I am asking you to do a test. It is not necessary to actually install Windows 10, just to boot to the media made by the link I posted as a test. Your claim that the laptop "will not boot to USB" needs to be tested with a proven viable candidate.
