I have Windows 10 64-bit installed, and was attempting to dual-boot Arch Linux, which I did poorly. My Windows 10 is unable to boot. I have attempted to flash a USB in order to reinstall the OS but am unable to do this. I have already gone into the BIOS menu and disabled secure boot, enabled legacy boot, enabled USB boot, and changed the boot order to prioritize the USB. I have also checked that the USB was flashed correctly and is bootable.
When I boot with the USB, I only get the “1234F:” text on the black screen. The only key that is functional is 4, which opens my recovery. The recovery menu gives me the error “0cx000000f” and says “press enter to try again” or “press f8 for startup settings”. Both key presses only refresh the screen, but don’t go any further.
I can confirm that USB boot has worked previously, as this is how I started to boot Arch Linux. I can also see from my boot menu that the USB (Sandisk Cruzer) is being detected.
I am unable to move beyond the “1234F:” screen.

I reviewed your post and I understand that you are facing issues reinstall Windows on your computer.
Don’t worry, I assure you I will try my best to get this sorted.
Are you trying to install a retail copy of Windows?
Meanwhile, I recommend you use the HP cloud recovery tool to reinstall Windows back on the computer.
