Microsoft Windows 10 (64-bit)

I'm trying to dual boot with a linux distro called POP!_OS and Windows 10. I want to make the linux distro first in the boot order

 

In the BIOS setup under [ Boot Options > UEFI Boot Order > OS Boot Manager ] 

A sub-menu pops up with Windows Boot Manager and and POP!_OS. I can use the arrow keys and F5 and F6 to select and move these options up or down in the boot order. However, when I press Esc to go back to the main menu, it reverts back to putting Windows Boot Manager first. Pressing Enter does nothing in the sub-menu. 

 

I want to keep OS Boot Manager first in the boot order, but change the order inside the OS Boot Manager.

My BIOS is on the latest version from HP
