I have a new HP laptop and have set up a user account for myself. I am on the east coast but the time zone is set to Pacific Time. I have the option checked to set time and time zone automatically. When I go to Control Panel > Clock and Region > Change Time Zone, and I try to change the time zone, it says I do not have permission and to contact an administrator. But when I go to Control Panel > Manage Accounts, my account is an administrator. How do I change the time zone and/or why does it not know my account is an administrator account?

Not sure what is going on; I can suggest a place to check.

 

In the Date and Time  menu,

Select Tab Internet Time 

 

If you can do so, 

Change settings

Check box:  Synchronize with an Internet time server

In the drop-down menu next to "Server", select a time server:

time.nist.gov

 

Click Update now

and OK to leave the menu

 

Restart the computer - check for any difference.

 

What does that prove?

Again, not sure.

In theory, if you are running an Admin privileged account, you are by definition "Admin".

Thank you for your reply. It did let me change the time server but my laptop is still on Pacific time and I am still unable to change the time zone to Eastern.
