Getting a "Boot device not found, Please install an operating system on your hard disk, Hard Disk (3F0)" on boot. Unable to see the hard drive when trying to install Windows 10, tried extracting the chipset driver to the USB I'm trying to install from but says it doesn't recognize useable drivers. No "Reset this PC" option is available when in the pre-boot recovery environment. The serial number on the bottom of the laptop is too small to read.

Sounds like the HDD is damaged physically or logically. What is your Stream 14-cb1xx machine. A normal Stream machine only has 32GB of eMMC for storage which was soldered to its system board therefore you have to buy a new system board. Its price + other cost would be equal or more expensive than to buy new machine.
Regards.

Opened up the laptop but was unable to locate the eMMC without disassembling it further.
