I am unable to set up hashtag on my laptop keyboard my laptop is a HP Pavillon Notebook PC

That's because it is a British keyboard and that symbol is the real "pound sign" not the Hashtage that Americans CALL a pound sign.

 

You would need to replace that with an American English one.

Thank you I have changed my passwords to not include hashtags but the symbols available on my notebook, much appreciated
