I followed the link here https://support.hp.com/us-en/drivers/selfservice/hp-envy-15-k100-notebook-pc/7234894/model/7450441?s...to order a USB-Windows 8.1 64-bit Recovery Kit under the Order Recovery Media section.
I enter all information, am able to go to the payment page but every time it fails - doesn't seem like the issue is with my bank/card, hp.com redirects to another HP site (paymenthp.com) and when it returns throws the error:
Payment form contains invalid entry
One or more of the fields on the payment form contains an error. Please return to the payment screen to complete the form again and resubmit.
I've tried this several times with no success. Is there another way I can order this?

This is a peer to peer forum. We don't work for or represent HP.
I recommend you try and contact HP at the link below and see if you can order recovery media via another means.

You can also reinstall W8.1 for free by downloading the W8.1 ISO file from the link below.
Download the plain W8.1 64 bit ISO file.
You will need to have access to another Windows PC running W7 64 bit or newer for this procedure.
Download Windows 8.1 Disc Image (ISO File) (microsoft.com)
Use the Microsoft tool that I zipped up and attached below that you will need to transfer the ISO file to a DVD or USB flash drive so that it is bootable.
After W8.1 has completed installing, you can install the drivers and available software from your notebook's support page.

Thank you. I wasn't sure how else to get through to HP Support, the live agent keeps running me in loops. I wasn't aware of being able to download and install Windows 8.1 like that. What about activation? I don't care about losing data.

You're very welcome.
Yes, HP makes it very hard to contact them, and we are no longer allowed to provide any phone numbers or directories to HP support...mainly because unscrupulous folks post phone numbers to non-HP support sites and scam sites.
The W8.1 product key is in your PC's BIOS. As long as you download the plain W8.1 64 bit ISO file, you won't even be asked to enter a product key, and W8.1 will install and automatically activate.

Thank you! I needed some time to get my things in order but this worked for me. I am now also updating to Windows 10 Home. Definitely needed some drivers installed post the 8.1 install but the 'Solution' definitely worked.
Edit: I will add for usefulness here that along with display and other drivers, I needed wireless chip drivers as well - meaning I needed to have a wired (Ethernet) internet connection to the laptop post initial install for activation and well, downloading all drivers.
