HP Spectre x360 Convertible Laptop PC 15-eb1043dx

Ever since I've gotten my laptop, it was been suggesting that I install updates, however, when I try to install updates, it does not.  I am now out of my warranty but this problem has existed since I've had the laptop and I didn't pay it any mind until now since I am noticing some quirks.  Under "Windows Update" it says "Something went wrong. Try to reopen Settings later."  When I go to shut down or restart, it has the option to update at that time, however it doesn't perform the update and just performs the shut down or restart only.  Can someone please tell me why I am unable to install these updates?

We would like to help, but It would really help if you identified the operating system.

Kindly do not just call it Windows.
