@5CD324QR76, Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
It looks like your HP 14-inch Laptop PC 14-f1000 (2L1A9AV) is unable to install updates, and your Settings app is blocked by the administrator. Since this has been happening for 6 months, here are some steps you can take to resolve the issue:
Check for Administrator Restrictions
If the laptop is managed by an organization (e.g., workplace or school), it might have group policies restricting access. Try these steps:
>Press Windows + R, type gpedit.msc, and press Enter.
>Navigate to: User Configuration > Administrative Templates > Control Panel
>Look for "Prohibit access to Control Panel and PC settings" and ensure it is set to Not Configured or Disabled.
Use an Alternate Admin Account
1. Restart your laptop and enter Safe Mode with Networking:
>Hold Shift and click Restart from the Power menu.
>Go to Troubleshoot > Advanced options > Startup Settings > Restart.
>Press F5 to enter Safe Mode with Networking.
2. Log in with an Administrator account and try accessing the Settings app again.
Reset Group Policies
If the issue is due to corrupted group policies:
1. Open Command Prompt (Admin) by pressing Windows + R, typing cmd, and pressing Ctrl + Shift + Enter.
2. Type the following commands one by one and press Enter after each:
gpupdate /force
reg delete "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies" /f
reg delete "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies" /f
3. Restart your laptop and check if you can access Settings.
Run Windows Update Troubleshooter
>Press Windows + R, type ms-settings:troubleshoot, and press Enter.
>Click on Other troubleshooters > Windows Update > Run the troubleshooter.
>Follow the on-screen instructions and restart.
Repair Windows Using SFC and DISM
If updates are failing due to system corruption, repair system files:
1. Open Command Prompt (Admin).
2. Type the following commands and press Enter after each:
sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth
3. Restart your PC and try updating again.
Reset Windows (If Nothing Works)
If nothing else works, resetting Windows may be necessary:
>Press Windows + I to open Settings.
>Go to Update & Security > Recovery.
>Click Reset this PC and choose Keep my files.
>Follow on-screen instructions.
I hope this helps.
Take care and have a good day.
