Surprise! I found the culprit for the Photoshop issue.
I had done another Windows Reset. Photoshop still crashed. I started down the list of Apps & Features in Windows and one-by-one uninstalled almost all of them with a reboot after every 5 or 6 and tested Photoshop. When I finally worked my way down to OpenCL and OpenGL Compatibility Pack and rebooted – voila! – I could apply a Smart Filter and Resize Image with no freezes or crashes.
Now my concern is: what am I giving up by not having that compatibility pack installed?
I'm still not sure if this is an Intel, Adobe, HP or Microsoft problem, but at least I got Photoshop to behave.
I still haven't solved the with the 30Hz/60Hz display issue. I will open a new discussion about that.

sorry, I did not understand, where does this pack come from, and finally, you do not have to install it, to be able to use the software?
I've never had to install this, so I have no idea what it is exactly.

This compatibility pack allows more of your favorite OpenCL™ and OpenGL® apps to run on a Windows 10 PC that doesn't have OpenCL and OpenGL hardware drivers installed by default. If a DirectX 12 driver is installed, supported apps will run with hardware acceleration for better performance. This package supports apps that use OpenCL version 1.2 and earlier and OpenGL version 3.3 and earlier.

I did a Windows Reset, which apparently takes the computer back to the HP-delivered state with all its many (many!) pre-installed apps. I only know about that pack because it showed up in "Apps and Features," when I went through the list uninstalling everything.

I read that but it really didn't clarify much to me.
- e.g. Does my Spectre 2-in-1 "have OpenCL and OpenGL hardware drivers installed by default"?
- e.g. "If a DirectX 12 driver is installed, supported apps will run with hardware acceleration for better performance." – does my Spectre 2-in-1 have Direct 12 drivers installed? What supported apps would that affect? (Photoshop?)
- e.g. "This package supports apps that use OpenCL version 1.2 and earlier and OpenGL version 3.3 and earlier." Are there later versions of OpenCL/Open GL and the package would not work with them? How do I know what OpenCL/OpenGL versions my computer has/uses?

Curious, I never had this pre-installed.
Maybe because of your configuration, no idea
I did some research some time ago, for opengl
I seem to have seen that there are ways to check, maybe with software, I don't know anymore
for direct 12 this should be enough:

I might have to do some research, more or less long, without being sure to find
