I have my User Account Control setting to ALWAYS NOTIFY, but HP Support Assistant keeps telling me that this security setting is OFF.

Perhaps it is a matter of which setting controls which action.
For example:
User Account Control (UAC) is different from the way in which HP Support Assistant (HPSA) determines the setting.
Example: Control Panel > icon view > User Accounts > Change User Account Control settings
UAC set to "Notify - do not dim the desktop

Example: HP Support Assistant - Settings > More Options > "Notify" - do not automatically install Updates

OR
Indicate where you are seeing in the HPSA that the security setting is "OFF".

OK.
Where do you "have message"?
That is, where are you seeing the message? Is is a pop-up on your Desktop screen?
What is the source of the "Security" window in your second image?
Are you using Windows Defender or a different security software?
Ideas...
The message may be (likely is) a "false positive", that is, the security software is mis-reading the setting in Windows UAC. Windows Defender is less likely to "mis-read" a correct setting (Defender is a Windows product).
Other security software may - or may not - work as expected in Windows; this might be due to an actual incorrect reading or there is perhaps something else set in the security software that is cross-contaminating the results.
Could also be a bug of some kind (software / code bug and not "maleware").
Windows Updates may need to be checked and run.
The computer might need to be Restarted.
