I have already made a cloud recovery media drive using hp cloud recovery tool. Is it a necessity to have an already installed OS within the hard disk to recover using the tool?

Hi:

 

No, you will have to boot from the cloud recovery media you created, and it will automatically format the drive and reinstall W10, the drivers and the software that originally came with your notebook.

 

You can use it on a new hard drive if you wanted to.
