Here is a comparison of that processor against a modest 7th gen intel Core i3 processor:
Your processor, which drives all the computing activities on the computer, is maybe one-third as fast as a modest low to middle class processor. There is not much that can be done to speed it up. You could add memory and replace the slow 5400 rpm mechanical hard drive with a fast solid state drive but that low-end CPU is a boat anchor on the performance.
You can turn off all visual effects in Windows making it look like old school Windows 2000 with no animation and simple taskbars, etc. and that will help some.
That is item 9 on this list of things to do to speed up a slow system and I have mentioned a couple others above.
