I had to wipe my old hard drive and I don't have the original operating system disk. How can I get an OEMact Vista operating system software to reboot my laptop? My original Product Key is 7MRPQ-GWC26-HF3TB-WPBFT.
I am trying to get it running again to donate to a school in Mexico.

The only place you will be able to find a Vista Home Premium operating system disk is perhaps on eBay.
Vista was never available for download.
If you want to spend $30 some-odd dollars on recovery media, you can still order Vista recovery media for that model notebook from this vendor at the link below.
