When you go to install Windows, you should get a graphics screen and mouse arrow.
If you're not getting a graphics screen and only a blinking or solid white line, that is a cursor and that means there is no OS installed or detected on your PC.
If you are trying to boot from install media, this second set of errors means your PC is NOT booting from that media and is searching for a hard drive and not finding it.
