What happens when you start the Webcam?
Press the Windows + Q key. Type CyberLink YouCam into the Search field.
Click CyberLink YouCam from the list of results.
-Or-
Double-click the CyberLink YouCam icon on the desktop.
The CyberLink YouCam window displays.
Do you receive an error message?

Uninstall all the Cyberlink software and restart the computer. Install the software from this link.

You will have to do a system restore back to Windows 8. Here is a document to check the system requirements.
