What are the possible causes for system cooling error on startup? And how can i resolve this issue?

My HP notebook (product name HP 15- AC098TU). Laptop is making a loud noise for the past few days and now on start up, its showing a cooling error message and doesn't start. I opened the laptop and thoroughly blow dried the interiors but not sure if it is the lubrication issue or fan issue. Any help appreciated.

Please try these steps - HP Notebook PCs - Fan is Noisy and Spins Constantly 

If the issue still persists, I'd suggest you Contact HP in your region regarding the service options for your computer.

If you are having trouble navigating through the above options, it's most likely because the device is out of warranty. If yes? please send me a private message with the region you are contacting us from. Check next to your profile Name, you should see a little blue envelope, please click on it.
