Operating System: Microsoft Windows 7 (64-bit)

Is there a way other than calling the HP Support helpline in India to purchase a system recovery CD for my elitebook 8440P?

If computersurgeons.com can't ship Recovery Media to India you could always download an ISO and make your own installation media. IF, you can still read the 25 character license key from the COA attached to botttom of laptop required to install/activate.
