I reset my laptop. Been trying to set up my laptop up again. I get to where it asks me to link my phone and then it goes to a white screen and i cant do anything after that. Turned off the laptop and turned it back on and same thing

I had this same issue. I hit both "remind me later" and "no thanks" and got stuck at the white screen. I put the computer in airplane mode(button on keyboard)and hit back from the white screen and then it continued on.
