So my computer was stolen. I know that there is no way to get the data back or the PC, but I want HP to provide any information they have from the HP Support Assistant software. This is apparently impossible.

It is clear that they have associated the laptop serial number to my account, because when I installed the HP Support Assistant software on my new laptop, the old laptop details showed up there, but when I call HP support they said "Well, it is on some server somewhere, but there is no way to trace it."

What I want is that they provide my local law enforcement with info if someone tries to register my laptop to a new account, but they simply said that it is not possible. Is this true or did I just get unlucky and was talking to an HP support representative that was uninformed or had a bad day?

HP has no way of tracking your PC and they have no responsibility for informing law enforcement of anything -- that is your responsibility.

Well, I did inform law enforcement and I gave them the serial number of my laptop. I did that moments after it was stolen.

And I assume it is correct that HP can't track my laptop, but they could for sure track/flag/log if someone tries to register my serial number to another HP account. If they say that they can't do that, that means that they have decided that they don't want to.

In contrast, when I reached out to Oculus and Insta360 on the same topic, Oculus responded with a link where law enforcement could request data from Oculus regarding the usage data of the headset and Insta360 responded that they blocked the camera serial number from use with their app (basically rendering the camera worthless).

What I expected was that HP would do something similar to Oculus, provide me with a link that I could provide to the local law enforcement so that they could easily request the information.

You make a very good point -- but you would have to contact HP Customer Support directly to see if they have anything similar to that.  I'm not aware of anything like that, but they might have changed recently.

To contact HP Support see the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Goto this page https://support.hp.com/us-en/contact-hp
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click on: HP contact options - click on Get phone number
Case number and phone number appear.
