I am planning to upgrade my Windows 10 Build 1607 to 1703 but I am worried that the OS's factory activation (OEM License) will be unavailable. Will I be able to do that without losing my OEM license?

Windows 10 is signed to your hardware. You won't need a product key to reactivate Windows 10 on the same hardware. So yes you will retain your product activation.

What if I upgrade my Windows 10 to Windows 10 Pro edition? How does the activation work for this case?
