Hello! I have a question about the power plans, in this case high performance or ultimate performance. I know that both of these power plans make CPU run at it's maximum speed all the time, only difference I know that ultimate performance decrease more micro latencies. The problem for me is that when I switch to one of these power plans, my lowest CPU usage goes from 3% (Balance power plan) to 5-6% (High/Ultimate power plan). This seemed very interesting, so I wanna ask, if it's a some type of bug or it is because some programs use more resources when CPU is running at it's maximum?
