@Bob-Lindboe

Your machine is actually an HP Notebook - 15-ba113cl , its specs

     https://support.hp.com/us-en/document/c05300932

Please try the following way

(a) Download Windows 10 ISO file from the following instructions and save on your machine,

          https://www.microsoft.com/en-us/software-download/windows10

(b) Remove ALL USB devices and SD card on your machine,

(c) Open File Explorer, right click downloaded ISO file and select Mount. Now you have something similar to DVD drive

(d) Right click Setup.exe file and select Rn as Administrator.

(e) Follow on-screen instructions.

From (d), the process may take from 35mins to 1.5hrs to finish.

Regards.

Thanks for your kind assistance.  Unfortunately, I'm afraid this procedure is beyond my comfort zone.  MS support indicated that my notebook model had NOT yet been checked by HP for compatibility with Windows 10 version 1903.  Is this also your understanding?  Do you know if it will be checked at a later date?  Thanks again.
